Can you *precisely* describe *step by step* what you are doing an how?
That way others can test and see if there is a problem for them too.

Here is what I'm doing :
- right-click on the panel
- add a launcher of type "Link" (URL)
- I put h323:123456 in the URL field
- No GM is running, I click on the newly created button, it starts GM
and calls h323:123456.
- That GM is still running, I clear the URL field in GM, and click on
the newly created button again, it makes the running GM call h323:123456

That is the correct behavior, any other behavior is wrong and is a bug,
either on your RedHat, or in the package, or in GnomeMeeting.
