To restate for clarity. Can I take a LineJack and a PhoneJack
card, put them both in one computer, and then dial out from the PhoneJack
through the LineJack's FXO port? It seems that Asterisk gives me an error
saying that phone0 is in use (phone1 is the PhoneJack card that I have my
handset plugged into). Can I do this, or do I need yet another LineJack
FXO port with another phone line?

You cannot use the FXO and FXS ports of the linejack at the same time, but
you should be able to use a phone connected to the phonejack to dial out
the Linejack (if we implement dialout on the linejack instead of just
  dialin).
