I have no idea. You could try to compile GM 0.11 with the new
openh323/pwlib or GM 0.12 with the old one to see if the problem is in
GM or due to a change in OpenH323+PWLib.

Run it in a terminal to see if there are interesting messages.

I don't remember to have changed things in GM related to video since
several months.
