The default configuration for GnomeMeeting does not enable gatekeeper
discovery.  If it did so then it would work out of the box on both RAS
and non-RAS networks giving maximum avaliable functionality by default.

I believe it is a requirment of the standard that endpoints attempt to
use RAS where it is avaliable, though I haven't got a citation to hand
for that.
