So what this patch do: it adds recoding feature to ILS interface ( in preferences window and in recoding function gnomemeeting_from_iso88591_to_utf8. I'm not expirienced C++ developer ( and not a developer at all ), so this patch is needed to be reviewed. What i've added: a drop-box in pref_window.cpp, a notify in config.cpp, updated some lines in misc.cpp and added ldap_charset to configuration
