What about asymetric connections (like most dsl connections)? Asymetric 
bandwidth should be allowed, for example, I have an 100/100MBit connection 
(at University), if someone calls me who has 128/768kBit (send/receeive), my 
sending bandwidth should be 768kBit and 128kBit for receiving.
