Oh, I just noticed your question at the top:
Is it technically important to have a top-level "Enable keyboard
accessibility" option like in the current Keyboard Accessibility
capplet?
Answer: I don't think there's a requirement in the forthcoming spec for
this, but would have to check with the a11y folks. More importantly,
though, the current option doesn't actually do what the label says it
does, due to an initial misunderstanding of the XKB specs by billh which
we still haven't fixed :/
