I've just commented on the bug. A consistant behaviour would be nice,
but the theme capplet is sort of a special case because a theme is a
combinaisons of different settings and you might want to lock only some
of those.
As said on the bug I would unsensitive the theme list as soon as a
setting is locked and allow people to go the details anyway (with an
unsensitived list for the locked setting)
For a consistant behaviour there is also an issue which is that some
capplet can be useful with a setting locked because they allow doing
other things too, where could as well display a message as you suggest
Another question on the topic. Should the UI reflect the locking of any
key? That's not only a question for the control-center but if we need to
connect some function to sensitive (or unsensitive) every widget than
can be clicked when the gconf key is non-writable we should get some
GNOME widget doing that (like updating its sensitivity according to the
writability of the gconf key associated with it)
