yes, but this is what all other related GNOME modules (panel, gdm,
settings daemon) do it. Brian, gdm maintainer, suggested to use a config
entry (not in GConf because of gdm) to set the screensaver to use.

That is the correct solution IMO, but it has the difficulty of where to
put that setting.
