The new libcapplet is binary compatible but for some reason has a bumped
library version. If I were to change that, they would work just fine
without needing to be recompiled. The desktop files do need to be
installed in a different location, but we have hacks to get around that
right now in the control center, so that is not a concern.
If we really don't have time to recompile against the new libcapplet, I
can change the gratuitously-bumped library version back to the old one
to reflect the binary-compatibleness.
