I am adding new icons that will be installed in a different prefix so i
am porting the desktop files to have :

foo.desktop.in.in -> foo.desktop.in -> foo.desktop

In the first step we substitue the icon in the file
in the second we xml-i18n-ize it.

the keyboard capplet is already like this.
