This assumes that the user has only a statically allocated number of
workspaces available.  I very much prefer workspaces that are
dynamically allocated as required, with workspaces automatically
deleted when they become empty.  

It would be better to change this option to "Minimum number of
workspaces".  This way there would always be multiple workspaces
showing in the panel, for ease of discovery, while still allowing
users to create and destroy workspaces on demand, once they discover
how useful multiple workspaces can be.

I'm in general agreement here, except to note that this assumes that
the panel will always be horizontal.  I prefer to place the panel
along a vertical edge, allowing me to create taller windows which
display more text.
