Currently, yes.
Ideally every GNOME project has a standard homepage, built from
information from the DOAP file. This points at the latest releases,
bugzilla, mailing lists, etc.
Then projects.gnome.org would be the custom homepage (so one on
www.gnome.org and another on projects.gnome.org).
