Agree.

I don't think every developer will follow this, especailly discussions
about ideas could get pretty long [0] and reading them might take longer
than implementing the idea itself. There is a need for really strong
guidelines and moderators. If you got topic like  "linux is NOT user
friendly enough" or "better music player" you don't win anything.... 

Maybe a list what will not be implemented and what kind of request are
useless to fill anyway also should be made.

I think it should be integrated with the roadmaps of the gnome projects
so users can see what is actually planed to be implemented and when -
while for the developer easing the maintaince of project roadmaps[0]
(those pages are a mess right now)



Some more brainstorming about this...
- rate / group / tag comments feature so developers can faster find what
  they are interested in (thinking of slashdot)
- force the user to search for similar ideas before creating a new one
- integrate bugzilla but clearly say discussion there should be focused
  on implementation / developer talk
