Website bugzilla components

Olav and I have agreed to create dummy maintainer accounts for each
component in the website product of bugzilla. Each new dummy account is
assigned to the respective Default Assignee and QA Contact for that
component. Anyone who then wishes to track bugs in a website component
will be able to do so by "watching" the relevant dummy account. The
following components are affected, and their existing Default Assignee
and QA Contact have been modified to watch the new dummy account.

developer.gnome.org website-maint gnome bugs
mail.gnome.org website-maint gnome bugs
www.gnome.org website-maint gnome bugs
live.gnome.org website-wiki-maint gnome bugs
l10n-status.gnome.org website-l10n-status-maint gnome bugs
guadec.org website-guadec-maint gnome bugs
Developer, mail and www have been placed under the same account because
these are all closely related projects that are managed through the same
method (i.e. content and design is managed through cvs).
live.gnome.org has a website-wiki-maint alias because I don't think
"live" is a very descriptive name for the component. Also, there have
been rumours that live.gnome.org might change in the future (to
developer.gnome.org for example).
l10n-status and guadec.org are both applications that are separate to
the main website pages, so both require a separate dummy account.
