Obsolete(?) instructions re: importing a module

The web page http://developer.gnome.org/doc/tutorials/import.html seems to
have some obsolete information regaring the procedure for importing a new
module in to CVS.
At the bottom of the page, after the actual 'cvs import' command has been
completed there is the sentence "Now you must edit the cvs ``modules'' file to
tell it about your new module."
I get a form of permission denied when I tried to do 'cvs co CVSROOT'. This
information is either obsolete or the page needs some additional information
to better indicate when this is needed and who needs to do it, and what
permissons they may need to have in order to alter the cvs 'modules' file.
