Making better use of www.gnome.org/projects/*

The project pages don't get a lot of good use.  Some projects like
Tomboy/Beagle/Evolution have recently had makeovers to improve the
state of things while others like Nautilus lay stagnant and harmfully
out of date.  There are also a lot of important projects that don't
even host on gnome.org like Abiword.. which is their choice and good
for gnome since it keeps 'webapps' off of the site, but it leaves
gnome website looking rather scattered and lacking unification.

What I would like to do:

  - Require[1] 'hosted' projects to create a DOAP[2] file.

  - Write some xslt and a few scripts to collect DOAP files and
generate some nice www.gnome.org matching HTML to replace the current
/projects/* content.

This would go a long way in improving the professional look of
gnome.org, while making it simple for maintainers to keep their pages
up-to-date and reducing data rot.

This brings up one problem which is hosted sites with useful
information (that isn't covered by DOAP).  To resolve this I would
propose we create http://projects.gnome.org/* and let developers use
that as hosting space as needed.

[2] - They are easy to create with the tools out there.. easy enough
that a non-project maintainer could do it if need be.
