art.gnome.org not working

PHP seems to have been disabled for art.gnome.org (although the admin
directory still works). 

This should not be related to the short_open_tag turned off
in /etc/php.ini earlier by Ross Golder since art.gnome.org uses "<?php"
tags throughout (except copyright.php which can be easily fixed and is
not included in any other pages).

I no longer seem to have access to /var/log/httpd/art.gnome.org/
(/var/log/httpd/ seems to be owned and only accessible by root), which
makes it rather difficult to diagnose problems.
