Web site regeneration inconsistencies.



I noticed that one of my commits from 2003-04-12 is live on d.g.o, but
other are not.  It was my understanding that the regeneration is
disabled.

I see updated:

doc/guides/* contains a lot of updates from html to xhtml (and thus
iso-8859-1 to utf-8), identified by:

Not updated:
http://developer.gnome.org/arch/lang/ (added GNOME Platform Binding)
http://developer.gnome.org/doc/tutorials/ (GTK+ -> Tutorial Topics)
http://developer.gnome.org/doc/whitepapers/archive/ (fixed links)

Was the guides section manually regenerated?  Should we check that the
regeneration script is healthy?
