Patch for bug 324709 - login_tty() not on Solaris

Back in December I reported this bug against 2.13.3. login_tty() is not available on Solaris so I commented the code out.
Christian Neumair suggested I post the patch here for review. I didn't because it was a crappy hack of a patch.

I've attached a new patch to the bug. If login_tty() is not in libutil then a local version of the function is used.
Alternate options welcome.
