Only by setting up your own dictionary server inside the firewall
(this is what we had to do for a while when our office blocked DICT
traffic), or finding a dictionary server outside the firewall that
listened on a port that your firewall permitted.
Alternatively, of course, you try nicely asking your sysadmin to open
the DICT port in the firewall :) (UDP port 2628, IIRC).
