GtkHTML (3.x) has a style property for setting this. I don't remember
what the setting is exactly though. It should be documented.
GtkHTML 2.x I don't think has support for changing things this way. I
am not sure though.
I have no idea if Mozilla will let you theme it through gtkrc at all.
