'default' settings override icon-scaling?



Hi list!

I'm developing two icon-themes from scratch. They are intended the be
delivered with a default icon-size of 96x96 (=100%).  Nevertheless it is
displayed as if it were a theme with 48x48 as default (downscaled). Do
you know of any default definition of icon-sizes for desktop and
nautilus which could override my settings in index.theme? (Maybe I
haven't undestood something *very* basical about how the engine works,
but I'm not sure about that.) 

Explanation: I did the following (Tested on Debian unstable and Linux
Mandrake 9.#): 
a.) created an icon-theme which contains only 96x96 icons -> it's scaled
to 48x48 
b.) created an icon-theme which contains a 48x48 folder but 96x96 icons
in it. The content is (1st) preferred to that of the "default" 96x96
folder and (2nd) unlike above *not* scaled down, i.e. exactly shown in
96x96. 
c.) outcommented the "inherits=gnome" line, no change 
d.) tried "Type=Fixed" and "X-GNOME-AlreadyScaled=true" instead of
"Scalable", no change
e.) tried setting "DesktopDefault", "DesktopSizes", "ToolbarDefault", 
"ToolbarSizes", "MainToolbarDefault", "MainToolbarSizes",
"SmallDefault", "SmallSizes", "PanelDefault", "PanelSizes", no change

I'm quite desperate. I brought up the issue twice on art.gnome.deve, but
regrettably we didn't manage to discover a solution.
