It actually shouldn't be "using" either directly. it should be testing
for whichever one is available. Smooth uses 1.6 or 1.7 for some things,
though I am not sure it is even needed for the way it is set up in g-t-e
since it is primarily for gtk1 and gtk2 compiling in the same
tree(inspite of shared files), and g-t-e only includes gtk2. Right now
it is just hardcoded in as 1.6, so autogen.sh needs to be updated to
test for automake automake-1.6 and automake-1.7, and if they exist and
match a usable version use the proper one, or fixed so that it doesn't
matter whether its 1.4 or something else.
