Proposed removal of dpkg plugin

Hi all,

Ubuntu is migrating from our own APT plugin to using PackageKit. This means we will no longer need the dpkg plugin (which we used for parsing local dpkg files). Anyone else using this? Otherwise I will remove it from git master.
