Late GSoC idea

Hi all!

My name is Peteris Krisjanis, I'm IT student, and I have (admittibly late) idea for Google Tasks support in libgdata/Evolution as project for GSoC. However, while I'm ready to do patch (there's no really simple ones in libgdata, but I can try to make it till deadline), I have tried to contact Philip Withnall, but he seem to absent currently.

Can I write proposal and add patch to bug report? I understand that it should reviewed and applied to master to consider my application. Can anyone else do it?
