Implemented Calltips functionality.
This week I did some testing with Scintilla, and discovered some bugs I
need to fix. Also did some testing with Symbol-DB which I need to use
now. Need to fix my local copy of Anjuta, symbol-db is not working
despite my repeated efforts.
Need to finalize the code and all the features.
