Some kernel headers are broken. It also happened to me.
At the moment, I'm having the 2.4.17 kernel and all the gnome2 cvs compiles (I do a compilation every 2 days).
The easy way to change the headers is to download the 2.4.17 kernel:
- go to /usr/src,
- remove the linux link,
- untar the archive,
- move linux to linux-2.4.17
- link linux-2.4.17 to linux
This should be fine after that.

Hold on. I did a quick hack that build gnome2 packages on garnome.
I have to commit them in a few hours, change a few things so that the packages go to the right places, and update links.
I think that this week end they'll be on the gnome ftp.
