It is in a way - saving window geometry and applying it to newly
opened window is up to applications. Auto-maximization when the window
size exceeds a threshold (85% of the workarea?) however is a mutter
feature that applies to all windows. It is possible to turn it off,
setting
gsettings set org.gnome.mutter auto-maximize false
