Application / Global Menus

GNOME 3.6 moved the application global menu into the status bar [top
bar].  This works well for maximized applications ... but how are you
supposed to get to this menu for an application that is not maximized?

Emphathy in particular,  this switches to be the menu for another
application if I mouse over another application on the way to the menu.

Perhaps this feature is just incompatible with focus-follows-mouse?
