If you set the keybinding using dconf-editor/gsettings it works. The
schema
is "org.gnome.desktop.wm.keybindings"

List available shurtcuts:
    gsettings list-keys org.gnome.desktop.wm.keybindings

Set the shortcut. Keywords are<Control>,<Alt>,<Super>, for Numpad
you can use KP_0-9
     gsettings set org.gnome.desktop.wm.keybindings
switch-to-workspace-1 "['<Control>1']"

Which version of gnome-control-center are both of you using?

In 3.4 it should update everything in dconf (haven't checked though).

dpkg -l | grep gnome-control-center
ii gnome-control-center 1:3.4.1-0ubuntu1 utilities to configure the GNOME desktop ii gnome-control-center-data 1:3.4.1-0ubuntu1 configuration applets for GNOME - data files ii libgnome-control-center1 1:3.4.1-0ubuntu1 utilities to configure the GNOME desktop
