AFAIK, this was only possible using an extension (windowsNavigator).
The same extension exists for 3.2 and 3.4, you can install it here:
https://extensions.gnome.org/extension/10/windownavigator/

PS: lacking keyboard navigation in core shell is undoubtely a bug, but
last I checked definitive design was not done.
