Evolution -> New Window does not open a new window

I have an Evolution window open on a workspace.

I go to a different workspace.

In the activity bar I right-click the Evolution icon and select "New
Window".

A new window does not open.

To get a second Evolution window I need to go to the first window and
select File -> New Window

This is true on both my laptop and my workstation.

gnome-shell-3.6.1-1.3.x86_64
evolution-3.6.1-1.2.x86_64
openSUSE 12.2 x86_64

Thoughts?
