File I/O in UTF8

Hello,
What is the recommended API to use to read/write file as UTF8? I
have included screenshots of specific issue we are facing [2],
[3].

I am hitting bug 658312[1] with GLib.file_set_contents. Not able to
read the file saved with this API. Both GLib.file_get_contents or 
Shell.get_file_contents_utf8_sync throw a `Invalid byte sequence` error.
