The fact that the application menu only appears on mouse hover is a
problem with Unity. Ubuntu ships an applet for the traditional
gnome-panel that works much better.
Also, the idea of a global menu bar is that it's much closer to your
mouse than when inside an application window, as per Fitt's Law.
