GNOME Tweak Tool, desktop entries and the Control Center

Hi John, and fellow GNOME Shell users,
One issue brought up by our Fedora testers is that Tweak Tool does not
appear in GNOME Shell's application browser -- which turns out to be
because its desktop entry's main category is 'Settings'; all Settings
desktop entries, mostly Control Center applets, are searchable in Shell
but not browseable.
Unfortunately, Control Center does not list GTT either, I'm guessing
because it's not a real capplet!
Should GTT's desktop entry declare it to be a 'Utility' rather than a
'Settings'? I've experimented with making it both -- while it does make
it browseable, it's not a pretty sight, as searching for it now shows
two duplicate entries (one as an app and one under Settings).
