Switching application doesn't remember last one

Hi:
I've been bothered lastly cause the shell doesn't remember which was
the last application I used before the one I'm using now.
Let me explain. When I switch apps using alt-tab, and I want to switch
back, gnome-shell doesn't return to the previous app if the previous
one is in other workspace.
I know this could be changed making and extension, but before that I
wanted to discuss it here.
Is this considered normal by the designers of the shell workflow ?
I think it should the return to the previous apps no matter where it was.
Case:
I'm reading some ebook, and I got a notification from Evolution that I
have a new mail I want to read. (I had Evolution in my graveyard
workspace of app I don't use all the time but has to be opened for
working), So I switch to Evolution (a few tabs since it is not in the
actual workspace), read the mail, and want to swicth back. A lot of
tabs, when I just wanted to go fast back to what I was doing.
