Clutter core branched 1.6 → 1.7

hi all;

as I said last week, I branched the core Clutter repository.

stable 1.6 releases will continue from the clutter-1.6 branch.

master is now set to 1.7.1.

if you're tracking Clutter's development, please update your build
accordingly.
