Ubuntu's Unity does this (at least the last time I played with it, I believe). I have tried it and I absolutely hate it. I may just be too picky.�
However, I understand the usefulness of this in certain situations. Perhaps instead of always searching uninstalled apps, if there are no matching programs currently installed, then offer a list of matching uninstalled programs. It might also be good to give some sort of visual hint that the program is not installed yet.
