I would say it should probably be fixed kernel side (probably worth
bugzilla'ing it in fedora bugzilla for component kernel just to double
check.)

Hmm. Mission. I really think this should be fixed kernel side, but you
could try using the pm-utils module unloading stuff, although I wouldn't
like to advise you on the order!
