You are right. It wasn't.
$ gconftool-2 -R /apps/gnome-power-manager | grep can
can_hibernate = true
can_suspend = true

Mine was at /etc/gconf/schemas/gnome-power-manager.schemas
There was a bunch of error messages.. but now, gpm can see my suspend
and hibernate options.
TIme to test it out.
Should I shut down acpid??
