gconftool-2 -R /apps/gnome-power-manager should produce about ~20 keys

Try:
export GCONF_CONFIG_SOURCE=`gconftool-2 --get-default-source`
gconftool-2 --makefile-install-rule data/gnome-power-manager.schemas
killall -HUP gconfd-2
