This is probably the relevant bug:

https://bugzilla.redhat.com/show_bug.cgi?id=280251

I'm starting to co-maintain the pilot-link package on Fedora, and I
had to manually create the appropriate udev rules to get it to work so
I have some experience with the rules (which it does currently
install, but puts them in the wrong place). I hope to fix the package
soon so that it works out of the box better, but no promises (I just
enabled the Perl bindings which currently work in 0.12.2).

Currently pilot-link on Fedora uses the visor module by default
(rather than libusb), and that's not going to change as David D. has
said that it's still experimental. (Incidentally the F-7 pilot-link
currently in the repo, does have libusb support, but again, isn't
enabled by default.)
