I have your symptoms also, but I haven't been able to figure this one
out either. I found that I am always able to sync as root, but as a
user, only the first time I'm logged in. When I log out, and try again,
my conduits do not show up in the gnomecc. I have posted this here, in
the evolution group, and directly to ximiain (where I am getting
on-and-off attention), but so far, no go.
I was hoping this new gnomecc{-devel,-plus}-1.5.8 would help, but it
hasn't shown up in my RC yet (YellowDog 2.0, gnome-pilot-0.1.61,
pilot-link-0.9.5, evo-0.15, gnomecc-1.5.5, gnomecc-plus-1.5.7).
