Yes. It is a bit unfortunate. The reason that we changed the way
locales worked is that the number of ostree branches it created did not
scale well with ostree, and keeping the old locale runtimes in the repo
would keep this scalability issue going forward.

If you installed these before i recommend doing something like:

rm -rf ~/.local/share/xdg-app/runtime/org.*.Locale.* 
rm -rf ~/.local/share/xdg-app/repo/remotes/gnome/runtime/org.*.Locale.* 

Although, we should probably also fix xdg-app update to not stop
halfway because one update failed.
