  I'm still leaning very hard towards the idea of having three sets of
applications involved here. The core, basic productivity products, like
Abi, Gnumeric, GnomeDB; an enhanced productivity set, such as Conglomerate,
Dia, Planner, etc.; and a Graphics/Design set such as Inkscape, ginf,
bluefish, passepartout, etc.

  Naturally, each has things to share with each other, regardless of how
the packages break down and there are multiple arguments about what should
go where. In some cases the divsions will seem very arbitrary.

  The decision breaker should be "Is this how people are used to getting
this kind of package."
