We do not recommend using 'jhbuild bootstrap'. 
The jhbuild manual was recently updated and
http://library.gnome.org/devel/jhbuild/ will also get updated soon.

That's news to me, what is now the preferred way? skipping bootstrap all
altogether?

I don't know where to report bugs about

as there is no section telling me. CC'ing its author.
