[gnome-love] Introducing a dependency

I'm curious about what the policy is on introducing a new library
dependency into a Desktop GNOME package. To continue with the example
given at http://developer.gnome.org/documents/joining-gnome/addingapps.html.
Say for example, you enhance an existing applet, but in order to do so
you add a new library dependency that's not currently in the GNOME
Platform or Desktop sources. Does the package maintainer just need to
approve the new dependency?
