A Gnome RAD would be great to have. I've talked to people who develop
with Visual Studio .NET and it's amazing how many features they get with
so little coding 'by hand'. 

Making this RAD it's not easy by far, but at least having implementation
ideas wrote ( no coding at all ) would be great. Make a list of needed
features ( see Visual Studio .NET ) and think how to implement them with
existing tools as much as possible ( glade, anjuta2... ). Then involve
their authors and core gnome developers in discussion with the current
plan you have. They'll know what will work, what won't, and suggest ways
of implementation. They can also adapt their tools for it.

If in 6 months you have a detailed plan of how to do this would be
excellent! I wish you success!
