You have to tell it what you want, for example:

gnome-config --cflags --libs gnome

Will give you the cflags and libs for compilling an app.  If you just 
want the cflags, you can use:

gnome-config --cflags gnome

If you want also the UI tools:

gnome-config --cflags gnomeui gnome

If you want, say, Bonobo:

gnome-config --cflags --libs bonobo bonoboui
